The Foreword to the paper states its aim: 'This White Paper aims to rebalance the system in favour of victims, witnesses and communities and to deliver justice for all, by building greater trust and credibility'. The White Paper builds on resulting research and responses from the Review of the Criminal Courts of England and Wales by Sir Robin Auld, and from Making Punishment Work by John Halliday.
